I have little experience. As a gauge I will tell you Horowitz is in the mail. I've built a few amps and a DAC, read a lot of data sheets and even more posts, burnt my self with the soldering iron, etc.

Can a newbie learn "more" by having a scope (something on Ebay ~$100-$200 as suggested here). Will having one parallel a beginners learning experiences or is it too much to soon.

Assume I'll stick with it and $200 on a used scope won't hurt.

You may only get something that is only good to 20 MHz or so at that price. You'll get lots out of it, but.........

For $100 more or so, you can probably get a real 'scope.......and used Tek 465. 100 MHz. You may not need it now, but someday you will. Plus, they are rugged, reliable, and easy to use. Even after all these years.

Just today I found one 465 on coworkers bench. He uses it vey rarely, once per year maybe. I turned it on and was overwhelmed with fond memories (465 was my first scope). If I could get a hold on mint 465 like that I would probably not have bought new Agilent. I agree with Jocko, 465 in good working condition is the one to get.

Does it matter if it is A or B? The "B" models are more expensive and rare on eBay.

I got a near mint B&K 20 mhz for $40 on Ebay. Mind you, it's useless for a lot of digital stuff, but if you don't want to drop a lot of bucks, I would say $40-$100 on a second teir would help the learning curve on the analog learning. Be sure it comes with probes or you could spend more on low end ones than the scope.
