If you try to load a library into either the schematic editor or PCB editor, it just gives a warning saying that the file is in the wrong format. This makes Protel nearly useless with a Win7 machine. Has anyone figured out a work-around?

Install/Run it in Windows XP mode?

You can then run it on the XP desktop or as a window on the Win7 desktop.

I tried that and it kind of worked. I can't remember what went wrong but there was some fatal flaw and I do remember it only lasted a few days before I uninstalled it from there and moved it back to the Win7 side. Thanks for the suggestion.

Does Altium not open Protel 99 files? Of course, that means you have to have Altium but...

After getting part of the answer at the Protel discussion group, and part of the answer by experimentation, and part of that answer at "the other place", I finally got it to work.

You have to change 5 bits to 0x90 (NOP) in one place each for the Schematic Editor and the PCB Editor. Then you have to make sure that your libraries are in the root directory (not the Documents folder). Finally, after over a year of work-arounds I have it working. It is all explained on page 3 of the discussion on "the other place":
